Aueust 28. 2000 <br />Call to Order <br /> <br />8:00 a.m. <br /> <br />. <br /> <br />A special telephonic (conference call) meeting of the Colorado Water Conservation Board <br />commenced at 8:00 a.m. Monday, August 28,2000. Chairperson Lewis Entz called the meeting <br />to order. Six voting members were present at the time of call to order so there was a quorum (at <br />least six required). Four members joined the meeting. Board members present on this date were <br />Lewis Entz, Harold Miskel, Donald Schwindt, Bob Burr, Keith Catlin, Eric Wilkinson, David <br />Smith, and Greg Walcher. Jennifer Gimbel, Susan Schneider, and Felicity Hannay were present <br />representing the Attorney General. Dan McAuliffe, Acting CWCB Director was present. <br />CWCB staff members Dan Merriman, Mark Uppendahl, Bill Green, and Ted Kowalski were also <br />present. Roy Smith representing BLM was present. <br /> <br />2. <br /> <br />Review of language of resolution adopted by the Board on July 24, 2000 opposing Amendment 21. <br /> <br />Action: Dan McAuliffe created a draft of the resolution passed on 7/24/00 at the July Board meeting. <br />He drafted the actual language with the intent that the Board would ratifY a written resolution <br />based on the primary concerns that were expressed by the board -- the potential impact that <br />Amendment 21 would have on the Construction Fund and the Perpetual Base Account of the <br />Severance Tax Fund. Bill Green attended the meeting to answer questions. Harold Miskel <br />suggested two changes in the language of the resolution. The first suggestion corrected a <br />typographical error changing the word "Specials" (specials districts) to "Special Districts". <br /> <br />I A complete record of the meeting has been made on an audio cassette tape. The tape and the associated written materials are the only <br />legal record of the meeting. These written summaries are intended only as an aid to research and a guide to the tape. The motions <br />described herein may not represent a verbatim transcription. Agenda items are presented in numerical order, according to the Agenda <br />for the meeting. Tape numbers and approximate locations are identified for the beginning and end of each agenda item. <br />The complete record of this meeting is available at the CWCB during regular office hours. Arrangements to make copies of <br />the tapes or written transcripts of specific agenda items may be produced at the requestor's expense. Notes from the meeting for <br />entification of times and tapes for specific items can also be reviewed at the CWCB offices. <br />Voting tallies are based on members present for voting. Members recusing themselves are identified. Board members <br />occasionally leave the meeting, hut the original meeting notes typically indicate whether or not a particular Board Member was present <br />during a specific agenda item. <br />Flood Protection.
