<br />.' <br /> <br />Final Draft for Discussion Purposes Only <br /> <br />e <br /> <br />v) Fund compliance assurance, including project termination if necessary; <br />vi) Project closeout for each project including, but not limited to, project filing, digitizing <br />and posting of the Final Plan on the Board website, final payment, and determination of <br />level of reimbursement, if appropriate; and <br />vii) Preparation of an annual report to the Board regarding the grant program. <br /> <br />6. Other Considerations <br /> <br />a) Schedule- <br />No funded project will be allowed to extend over more than one calendar year from the date of <br />the grant award. If data collection and system characterization activities are needed by the <br />planning entity to forward more effective water conservation, then tasks for these efforts will <br />need to be incorporated into the plan for implementation. <br /> <br />b) Matching Funds - <br />Entities requesting funding under this program will need to have and/or demonstrate the ability to <br />provide 25% of the plan development budget with matching funds, either as cash or in-kind <br />services or through payment of consulting fees or any combination thereof. The Board will <br />consider applications with a reduced level of matching funds; however these applicants will need <br />to demonstrate financial hardship to be eligible for a Board waiver of the matching fund <br />requirement. <br /> <br />. <br /> <br />c) Matching Fund Reimbursement- <br />If funds are available, the Board will reimburse the planning entity with up to 50% of the <br />matching funds used on a single project if the planning entity utilizes the Model Water <br />Conservation Plan structure and processes developed and promoted by the Office in preparation <br />of its Water Conservation Plan, and the plan developed is reviewed and approved by the Office. <br /> <br />d) Payment - The CWCB will make between I and 4 payments during the term of the project <br />from the Water Conservation Plan Development Fund to the planning entity that has been <br />awarded funds, as requested by each applicant in its application. The individual payments do not <br />need to be equal. All payments will be based on invoices for work already completed. The final <br />payment will be at least 15% of the total grant award, which will not be released until completion <br />and Office approval of a Final Water Conservation Plan. <br /> <br />e <br /> <br />5/12/2005 <br /> <br />6 <br />
