<br />, <br />, <br /> <br />Water Rif!hts Purchase and Easement Nef!otiations: <br /> <br />. <br /> <br />Both the Town and the Ranch own water rights in the Sheep Creek basin. Over the years it has <br />become apparent to both users, that the available water in the basin mayor may not meet appropriations. <br />The yearly lack of water within the Sheep Creek basin has made the Town and Ranch both recognize the <br />need for a supplemental water source. <br /> <br />The Town has spent a considerable amount of time, energy and money obtaining the legal right to <br />pull water from the Colorado River. The 1982 the Town purchased water for this purpose, in the amount <br />of 120 acre-feet from Windy Gap, Unfortunately, Windy Gap water isn't a firm supply and therefore can <br />leave the Town short during drought years. ill order to offset this potential shortage the Town is in the <br />process of purchasing shares of water from the Colorado River Water Conservation District (River District) <br />from Wolford Mountain Reservoir, This potential purchase is still under negotiations, with the plan to <br />purchase approximately 100 acre-feet of water, Additionally, the Windy Gap water comes from a different <br />point of diversion along the Colorado River, which will require the Town to go back to Water Court to <br />modify the point of diversion. <br /> <br />During this process the Town hired the services of the Applegate Group to assist them in the water <br />rights purchase and water court process. Dan Cazier, Granby, Colorado, is providing legal counsel for the <br />Town for the water rights purchase and easement acquisition. <br /> <br />Added Cost: $188,000 (This was not included in the original feasibility cost estimate) <br /> <br />Hif!her Construction Cost <br /> <br />. <br /> <br />The original cost estimate to construct the project was $1,263,951. This involved the construction <br />of an intake structure. 2 pumps. and 12,000 linear feet of l2-inch HDPE pipe, The modified design that <br />was actually bid involved the same construction items, with the exception of only having to install 10,000 <br />linear feet of l2-inch HDPE pipe, AB previously indicated, the Town has elected to negotiate a final <br />construction contract with Duckels, at a bid price of$1,64l,229, which is $377,278 higher then the original <br />estimated cost.
