<br />(' <br /> <br />. <br /> <br />Since the Board's approval of this alternative in November of2002, the Town has re-evaluated <br />the design/construction alternative, given concerns by the Ranch, As indicated previously, the Ranch <br />has an 18 cfs water right from Sheep Creek basin, which flows into Jones No.2 Reservoir, During <br />discussions between the Town and the Ranch, the Ranch indicated that they had a strong concern that <br />the Town may introduce Whirling Disease into the reservoir when bringing in water from the Colorado <br />River. In order to eliminate this concern, the Town would be required to construct a separate treatment <br />facility at the reservoir, and release treated water to remove any threat of the disease, The construction <br />of a water treatment facility at the reservoir would have been at an added cost of approximately <br />$2,000,000, which made the original scoped alternative cost prohibitive, <br /> <br />Given the cost of the original design, the Town instructed its design consultant, RT,W., Fort <br />Collins, Colorado, to develop a new pipeline alignment. The consultant determined that the pipeline <br />could be installed from the mouth of Gore Canyon at the Colorado River, to their existing water <br />treatment facility, thus eliminating any concern of introducing whirling disease into Jones No.2 <br />Reservoir. This modified design alternative maintained the same construction items as identified WIder <br />the previous design alignment, with the exception of the pipe length, which was reduced by 2,000 linear <br />feet. The Town has approved this design alternative, and final design plans and construction documents <br />were completed in the fall of 2003, <br /> <br />In January of 2004 the Town received 8 bids to construct the project. The 3 lowest bid results are <br />summarized as follows: <br /> <br />. <br /> <br />1. Ben Do Volt Construction, Golden, Colorado <br />2. Duckels, Steamboat, Colorado <br />3. Precision Excavating, Hayden, Colorado <br /> <br />= $1,548,707 <br />= $1,641,229 <br />= $1,899,529 <br /> <br />Per the construction documents, the Town has the right to review all bids and to award the contract <br />to the lowest, most qualified, responsible, responsive Bidder, with the additional right to reject any or all <br />bids, Based on the Town's review of the bids received, the Town has decided to award the contract to the <br />second lowest bidder, Duckels, at their bid price of$I,641,229. <br /> <br />DISCUSSIONS <br /> <br />The Town has completed the design, bid the project, and is ready to commence construction. <br />Additional costs, however, have occurred, due to design changes, water rights investigations and <br />negotiations, and higher then anticipated construction costs. These specific additional costs are described <br />as follows: <br /> <br />Proiect DesirmlConstroction Manaflement: <br /> <br />The original cost to design and manage the construction of the project was estimated at $168,891. <br />Given the Whirling Disease concerns raised by the Ranch, the project design was changed to have the raw <br />water delivery pipe run directly from the Colorado River to the Town's water treatment facility. <br />Additionally, the complexity of the project and higher construction costs have increased the level of <br />construction management needed for the project. <br /> <br />. <br /> <br />Added Cost: $53,359 <br /> <br />3 <br />Flood Protection.
