<br />The Plan must also prompt those submitting proposals to examine each project and option in light of the <br />following, but not exclusive, list of criteria: <br />. Whether one or more proposals should be combined into a "Mega-project" <br />. The fl11ancing required to construct or implement a project or option <br />. What mitigation, incentives and environmental enhancements are needed <br />. Whether a "fatal flaw" exists with respect to a project or an option <br />. What are the institutional obstacles <br />. What are the interstate compact issues associated with the project or option <br />. Do sufficient water rights exist <br />. What partnerships are needed to implement a project or option <br />. Whether the proposal could effect the conversion of agricultural water rights <br /> <br />Step 2: The CWCB will review the Plan of Study during its July meeting. If approved, the Plan will be the <br />basis of an RFP. <br /> <br />Step 3: The proposals submitted in response to the RFP will be reviewed by the CWCB at its September <br />meeting. The proposal (s) selected, in whole or in part, will an action item at the November meeting. <br /> <br />Step 4: Staff will prepare an agenda item for review and public comment in November 2002.
