Walcher <br />Executive Director <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />RE: <br /> <br />Agenda Item #13 - Statewide Water Supply and Delivery <br />Reconnaissance Investigation <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />At the March 2002 meeting, following presentations from legislators, groups and individuals regarding the <br />need for new water storage and delivery projects, you directed me to develop some elements for a study. <br /> <br />The following is a suggested goal statement for a study: <br /> <br />Develop a "Plan of Study" that will result in an RFP to investigate how water can be provided to meet future <br />needs. The Plan would: <br />. IdentifY the location and quantity of compact apportionment under each compact or Supreme Court <br />decree that remains undeveloped <br />. IdentifY statewide needs for new renewable water supplies, the approximate amount of water needed in <br />each area and prioritize the water needs <br />. IdentifY whether water use efficiency or other non-structural altematives, such as water sharing, leasing <br />or acquisitions, could provide needed water <br />. Conceptualize projects that will develop water to meet future needs <br />. Evaluate potential projects to identifY which are environmentally and economically feasible <br /> <br />To achieve the goal I recommend that the following steps be taken: <br /> <br />Step I: Develop a "Plan of Study" that will prompt those submitting proposals to examine specific and <br />conceptual water storage and delivery projects that include, but are not limited to: <br />. Regional Water Re-use Projects . Removing Existing Dam Safety Restrictions <br />. Pump-back Proposals . Agricultural/Municipal Cooperative Use <br />. Reservoir Enlargements Projects <br />. A Denver Basin Project · Other projects as identified such as the A-B <br />. An Arkansas River Pipeline Lateral Project, Plateau Creek Reservoir, and <br />. High Elevation Storage Projects Long Hollow Reservoir <br />. East Slope Re-regulating Storage Projects <br />. The Dam Site Inventory <br />
