DNR <br /> <br />Wendy Weiss from the AG's office and I attended a half day meeting in Kansas City on <br />Feb. 18 to identify and discuss in detail Kansas' continuing objections to amendments to <br />the Trinidad Project Operating Principles proposed by the US Bureau of Reclamation <br />("USBR"). The proposed amendments were most recently set out in a version circulated <br />by Reclamation on November 4, 1997. The meeting was chaired by USBR in response <br />to discussions at the 1997 Annual Meeting of the Arkansas River Compact Administration <br />("ARCA") in Lamar, however it was specifically stated that the meeting was not a Special <br />Meeting of ARCA. <br /> <br />. Representatives from Kansas, USBR, the Purgatoire River Water Conservancy District <br />("PRWCD"), the State of Colorado, and the Model Land Co. were present. Attendance <br />was as follows: <br />USBR: Jack Gamer, John Gierard, Julie Swanda, Solicitor from Billings Regional Office. <br />Kansas: David Pope, Lee Rolfs, Don Pitts, Mark Rude, Bob Buerkle, Dale Book, John <br />Draper <br />PRWCD: Gene Aiello, Julianne Wold ridge, Jeris Danielson <br />Colorado: Wendy Weiss, Steve Miller <br />Model: Julie McKenna <br /> <br />The meeting began with USBR stating its goal of moving the proposed amendments ahead <br />unless reasonable objections were raised by Kansas. USBR further stated that it believed <br />all of the proposed amendments were sufficiently supported by its studies and ready for <br />implementation. Ultimately USBR may be forced to make a determination of the <br />reasonableness of particular objections, but at the moment would prefer to work through <br />any objections and reach a consensus resolution. Kansas pointed out that it had already <br />agreed to two amendments to the Operating Principles: <br />1. Conversion of the City of Trinidad's project irrigation water rights to municipal and <br />industrial use, and <br />2.
