Agenda Item 19b. Trinidad Lake Operating Principles. <br />Staff participated in a meeting on February 18, 1998 in Kansas City with Kansas, USBR, and the <br />Purgatoire River Water Conservancy District ("PRWCD") to discuss Kansas' objections to proposed <br />changes to the Operating Principles for the Trinidad Lake Project. The Arkansas River Compact <br />Administration ("ARCA") and Kansas must both approve any changes to the Operating Principles. <br />The attached staff memo also dated March 2, 1998 reviews the status of issues currently being <br />discussed with Kansas. Those relating to modification of winter operations (additional storage under <br />direct flow priorities and stock water allowance) would improve the PRWCD's water supply, but <br />are also the most difficult for Kansas to accept. <br /> <br />RECOMMENDATION <br /> <br />These items are informational only and staff has no recommendation, but will be available to answer <br />questions at the meeting or any other time. <br /> <br />'.,'SI<."ILJ..DrBOARD'IEM''''"''- I~WPlI <br />M..",io 1.
