<br />September 21". Tom will represent the Chapters in ASFPM's District 4, which includes the states in . <br />Federal Regions VII and VIlI. Tom joins Kevin Houck of the Flood Staff on the ASFPM Board, making <br />Colorado one of only four states with two members on the Board (Indiana, New York, and Mississippi are <br />the others). <br /> <br />In separate news, both Tom and Kevin have been elected to fill officer positions in the Colorado <br />Association of Stormwaler and Floodplain Managers (CASFM). Tom will serve as the Chair and Kevin <br />will serve as the Vice-Chair for the organization for the coming year. Both Tom and Kevin are <br />committed to further strengthening the strong reputation that both CASFM and the State of Colorado are <br />nationally known for. <br /> <br />Kevin Houck Selected to flU Flood Section EDgloeer Position: Kevin Houck was selected to fill the <br />Engineer position for the Flood Protection Section. Announced Oct. 27, Kevin wi\1 fill the position <br />formerly held by Tom Browning, who was promoted to Flood Protection Section Chieffollowing Larry <br />Lang's retirement. Kevin, who formerly held the Community Assistance Program Coordinator position, <br />started his new po$ition on Nov. I, and his duties include floodplain designation, program and project <br />management, and technical assistance to communities for mapping and floodplain management. <br /> <br />Statewide floodplain aDd Stormwater Criteria MaDual Update: The final meeting of the Steering <br />Team for the Statewide Floodplain and Stormwater Criteria Manual (Manual) met on Oct. 26 to review <br />and approve the final sections written for the Manual. The consultant, WRC Engineering, will <br />incorporatecQmmet1ts.fromthat meeting and subsequent remarks made by members of the Steering Team <br />into a draft deliverable for CWCB review. AntiCipated to be delivered during the flriit week of Deceinber, <br />the CWCB staffwill have one last opportunity to comment before the final publishing of the Manual. . <br />The Manual is anticipated to be formally delivered by the Christmas Holiday. Flood Section staff will . <br />provide a presentation of the Manual during the January Board Meeting. <br /> <br />Weather Modification Update: CWCB staffis the Vice-chair of the North American Interstate Weather <br />Modification Council (NAIWMC). The NAIWMC met in September in Reno, NY with nine western <br />states that participate. The newest member is Tom Ryan of the Metropolitan Water District of Southem <br />California. MWDSC is a part of the 7-Basin States meetings on the Colorado River and has taken the <br />lead in preparing white papers about increased weather modification and tamarisk removal in the <br />Colorado River Basin. <br /> <br />. Weather Modification (WM) White Paper is completed. CWCB staff, Reclamation staff, and <br />Nevada's Arlen Huggins of the Desert Research Institute provided input to the Weather <br />Modification White Paper. This paper is good background information to draft recommendations <br />to Secretary of Interior Gale Norton. Staff may assist in the next phase that would quantifY <br />current and future cloud seeding efforts and has offered to work with Reclamation to use <br />SNODAS to calculate a conservative 7% (IO"A, is consistent in evaluation but 7% would account <br />for infiltration and sublimation) increase for existing and proposed target areas to aide in decision <br />making. Using the SNODAS I KM resolution snowpack data should be one ofthe better methods <br />available. It is also believed that 7-Basin State's interest in WM may strengthen current efforts to <br />get the two WM bills in Congress funded (S.S 17 and DR 2995) and a leadership role through <br />USBRand or NOAA for research and evaluation of operations. RAMS modeling study Colorado State University has completed the fmal report for this study. <br />Staff can present study findings at the request of the director's or board members. Highlights of <br />the study were that near real time modeling provided timely input for operational cloud seeding <br /> <br />34 <br />
