He has acted as a member'o! the <br />Arkansas River Compact Commissiop, representing Colorado, <br />ever since negotiations through that Commission between <br />Colorado and Kansas were initiated. Prior to hiS employ- <br />ment by the Board, he had had many years of experience <br />, , <br />as an engineer engaged in the survey' and study of Colorado's <br />water resources and in the fomulation of plans !Illd pro- <br />grams for their utilization. As a capable engineer, in- <br />tensely devoted to his work, he was an invaluable public <br />servant during the years he worked for the State of Colo- <br />rado. He rendered outstanding engineering service in <br />connection with " . important interstate litigation affect- <br />ing the interests of Colorado in the North Platte, Arkansas <br />River, and Laramie River beto.re'_the Supreme' <br />Court of the United States. In this work, he was an effect- <br />ive exponent in the protection of Colorado's water rights. <br />This and future generations will profit greatly from his <br />endeavors in that respect. <br />It is with regret that the Board notes that Mr. Patterson's <br />health and personal reasons were a factor in his severing <br />connections with the water program of Colorado; and the <br />Board here records its appreciation of and high regard for <br />Mr. Patterson's ability as an engineer and outstanding pub- <br />lic service to Colorado in the water field. <br />RESOLVED, that the Colorado Water Conservation Board <br />accep~ with regret Mr. Patterson's resignation and expresses <br />its appreciation for the important and efficient service <br />which he has rendered to the State of Colorado, , . , .for the <br />outstanding contribution which he has made to the protection <br />and development of the State's water resources; and that a <br />copy of the resolution be sent to Mr. Patterson. <br /> <br />. <br />The motion to adopt the foregoing resolution was seconded, and upon <br />vote, duly taken, unanimously passed and declared adopted. <br /> <br />Mr. Dille moved a special committee be appointed to work with the <br />Director and the Consulting Engineer, with authority to appoint a new chief <br />engineer. <br /> <br />The motion was seconded, carried, and declared unanimously adopted. <br /> <br />The Chairman appointed Mi. Dille, Mr. llttcher and Mr. Bailey to serve <br />on the cOllllllittee. / <br /> <br />I <br /> <br />The Director reviewed the status of pending negotiations for an Upper <br />Colorado River Basin Compact, reporting substantial progress had been made, <br />and that several matters had reached a form of tentative agreement. He said <br />the Commission hoped to complete a tentative draft of the Compact at Vernal, <br />Utah, at a meeting beginning July 7. He explained that it yms planned to hold <br />another meeting of the Commission in September or October to conclude negotia- <br />tions. 1/rls procedure would permit the several legislatures of the signatory <br />states to take up compact ratification at their sessions early in 1949. <br />Director Stone' emphasized the importance of the engineering studies being made, <br />and he also called attention to the studies being made on tributaries of the <br />volorado River, to determine if their problems might be adjusted as part of <br /> <br />I <br />
