<br />The meeting was called to order at 9 A. M., Thursday, April 22 by
<br />Vice Chainnan, George J. Bailey.
<br />
<br />Chairman Bailey announced H. Lawrence Hinkley, Attorney General, and
<br />M. C. Hinderlider, State Engineer, would be unable to attend the sessions, and
<br />that Mr. Duke Dunbar and Mr. C. C. Hezma.lhalch would serve, respectively, in
<br />their places.
<br />
<br />The Chairman armounced that ChriEl Wallrich had submitted his resigna-
<br />tion as a member of the Board, but that the Governor had not appointed a .
<br />successor.
<br />
<br />Mr. Wallrich I s two letters of reflignation, as subinitted to the Governor
<br />and the Director of the Board, are as follows:
