Design and test the survey instrument. <br /> <br />The survey design must capture data such as water rights priorities, storage facilities, annual <br /> <br />consumption, growth potential, treatment plant and delivery capacities and population statistics <br /> <br />necessary to satisfy the goals and deliverables of the ,project and assist in obtaining the desired <br /> <br />ninety (90) percent response rate. It will be based o~ the water year of2000 and incorporate any <br /> <br />available data from the water year 1977. <br /> <br />The survey must identify: <br /> <br />2 B 2 a. Where are the various categories of water l~cated and in what quantities? <br />, <br /> <br />2 B 2 b. What reserve or carryover capacity does th~ provider maintain? Does the provider have <br /> <br />users who could utilize interruptible supply arrangements? . <br /> <br />2 B 2 c.
