All of the <br /> <br />major rivers in the seven basins flow out of Colorado's boundaries. <br /> <br />tit From 1990 to 2000, Colorado's population increased by 25 %, 3.3 million to 4.25 million. <br /> <br />In 2010, the population is projected to be 5.1 million and increase to 5.9 million by 2020. In the <br /> <br />30 years from 1990 to 2020, this would be almost a doubling ofthe state's population. The <br /> <br />sources of water have not doubled to date and are unlikely to double in the next twenty years. <br /> <br />In the CWCB " Survey of Drought PlaIl11ing in Colorado, DRAFT, February 2000", many <br /> <br />of the responding municipalities and the water conservation districts had not completed any form <br /> <br />of formal drought planning. Perhaps more significant was the opinion' that those who had plans <br /> <br />may have focused on the short term or "seasonal" shortage but not the severe or longer-term <br /> <br />drought hazard. <br /> <br />e <br /> <br />III. Scope of Work <br /> <br />Goall: The project will provide a method for the state's residents, governments, <br /> <br />agricultural producers, businesses, and others to assess their current and future drought <br /> <br />status and illustrate potential areas which may require additional storage or transfer <br /> <br />capability. <br /> <br />Obiective A: The contractor shall construct a Colorado specific Geographic Information <br /> <br />System map that portrays current areas that are in any stage of drought.
