e Goal 5: The project will provide a listing and explanation of the statutory authorities for

any of the state's governmental bodies, producers, businesses, and others to deal with

a drought situation.

Obiective A : As part of the relational database, the contractor will compile and report the

enabling authorities. The user would,for example, enter "conservation district" and be sent to

the correct citation. As part of this objective, the potentialfor a drought "mutual aid" or

cooperative agreement system that identifies those providers/users who have excess storage or

interruptible supply who could aid those with{}ut, will be assessed. The issues of senior and

junior water rights and compensation must be enumerated and addressed.

Goal 6: Based upon the needs and findings, this project will include recommendations for

the implementation of the various conservation, storage and distribution activities.

Objective A: The contractor will develop an implementation plan in concert with the advisory

group and project sponsors. The document sh{}uld provide a "road map" for wise water use in

Colorado.
