This application would result in
Golden gaining the ability to dictate the terms of water
development on Clear Creek, beyond its five mile watershed
protection limit.

Flow Application

Dear

The economic and social impact on Clear Creek County from
this .,ater grab is potentially devastating. If the application
is granted, no additional water development will be allowed in
Clear Creek County, and thus locally supported economic
development proj ects will be forever foregone. The economic
impact of this type of an application on the State of Colorado
would be equal.iy de\/ds tati:clg. ~'J€ ha\re all ;,...orried about and
worked with water development restrictions on the South Platte
Ri ver and West Slope Rivers precipitated by endangered species.
These concerns pale to the thought that a community,
environmental, or out-of-state group could develop kayaking
courses at the mouths of other major rivers near the State's
borders, and thus tie up virtually all of Colorado's precious
and limited water resources.

We in Clear Creek County appreciate a thoughtful and
balanced approach to water use, that is clearly lacking in
Golden's application. It is not necessary to have a flow of
1000 cfs, virtually all of the flow of Clear Creek, for kayaking
to take place. Golden's 1000 cfs application is especially

CIMO'("'I'<'kl:Il<'lI-<1h'''\
W.ld"".tln!.l.,,,t'''''c..mlt,,,,^t,,,k..
