Parker Water and Sanitation District
November 19-20. 2001

Agenda Item 21 a.

.

l

Water Riahts -
The District Dwns a variety Df water rights for which the Rueter-Hess Reservoir becomes a key .-
management tool.

. Surface water may be diverted from Cherry Creek and Newlin Gulch under a 1985 priority
date.

. Ground water may be pumped from the Cherry Creek aquifer under a1985 priority date.

Water will be delivered to the Rueter-Hess Reservoir through a 48-inch raw water transmission
pipeline, or, in the case of native flo)N form Newlin Gulch, through the existing stream channel.

(Note: The PWSD has acquired agricultural land with water rights on the lower South Platte, in
former water district 64. Water rights from this properly may be needed to make up depletions
for the Rueter-Hess project. The costs associated wittl this land purchase are not being
financed by this CWCB loan.)

Proiect DescriDtion
A number of alternatives were analyzed in the feasibility study, with 3 primary alternative as
follows:

1. No Action
2. Construction of a dam at the Castlewood Can~on dam site
3. Construction of a dam at the Newlin Gulch darn site

Alternative 2, Construction of a dam at the CastlewoQd Canyon dam site, was ruled out in 1993
when the Colorado Supreme Court denied the District's right to acquire the site for construction
of a dam. Alternative 3, Construction of a dam at the Newlin Gulch dam site, consists of the
Rueter-Hess Reservoir, raw water transmission lines\ and facilities to divert water from Cherry
Creek. This alternative, after rigorous evaluation by 1. e District, is considered the preferred
alternative. The no-action alternative was considere unacceptable since it would mean that the
District would continue to rely on nonrenewable grou, d water from Denver Basin wells, at ever
increasing capitol and operational costs. i

Selected Alternative 3 consists of construction of the Rueter-Hess Reservoir ($35 million), a
48-inch raw water transmission pipeline ($9.2 million), and the Cherry Creek raw water pump
plant ($17.5 million). It also includes purchase of the land the reservoir will be built on ($8
million), and construction of the effluent pipeline, effluent reservoir, and pump station ($13.8
million).

2

e

.e
