Parker Water and Sanitation District

Introduction
The Parker Water and Sanitation District (PWSD) is applying for a $15 million loan from the
Construction Fund to construct the Rueter-Hess Reservoir Project. The estimated total cost of the
project, including all related infrastructure costs, is $103 million. Please see the attached project
summary and map.

Backaround
The PWSD, located in Douglas County, plans to construct the Rueter Hess Project as a central
management tool for replenishing and increasing the longevity of the District's water resources.
The reservoir will provide terminal storage for surface and ground water and for reclaimed
wastewater for use within the District's existing 8,596-acre service area, and for expected
expansion of the service area. The Reservoir will be located about 3 miles southwest of downtown
Parker on Newlin Gulch, and will be filled by a variety of sources, including in priority Cherry Creek
and Newlin Gulch flows, ground water, and effluent from advanced wastewater treatment (AWT).
The dam, scheduled to start construction in 2003, would be a Class 1 structure, 135 feet high,
impounding a reservoir of 16,200 ac-ft.

The PWSD plans to incrementally accumulate funds for the project over the next 5 years through
additional financing.

Enaineer and Feasibilitv Studies
GEl Consultants, Robert J. Huzjak, P.E. completed Preliminary Design of the Proposed Rueter-
Hess Dam, dated April 21, 2000. The Rueter-Hess Reservoir Feasibility Study was completed
August 2001 by the PWSD with input from their consultants. The study includes an evaluation of -
the alternatives that were considered for increasing the longevity of the District's water resources.

The Parker Water and Sanitation District
The PWSD is a Title 32 Special District as defined by the State of Colorado, providing water
and sanitary sewer service to customers within it's service area. The PWSD currently serves a
population of 23,248, providing 9,299 water taps and 8,848 sewer taps. The PWSD has the
power to set water and sewer rates paid by its customers, and the power to cut off water and
sewer service to customers that fail to pay monthly billings.
