P.E. <br />Director, (WeB <br /> <br />TO: <br /> <br />Jim Lochhead <br />Chuck Lile <br />Jennifer Gimbel <br /> <br />Gene Jencsok ~ ~ . <br /> <br />February 19, 1998 <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Glen Canyon Dam Spillway Extensions <br /> <br />The Final EIS and Record of Decision on the Operation of Glen Canyon Dam recommended the <br />installation of spillway gate extensions to provide additional space behind Glen Canyon Dam and <br />thereby reduce the frequency of large flood control releases from Glen Canyon Dam. <br /> <br />Based on the knowledge gained as a result of the April 1996 Beach Habitat Building Flow <br />(BHBF) and other studies, the scientific community and Reclamation believe that flows at and <br />above 45,000 cfs will be beneficial to the natural resources below Glen Canyon Dam. <br />Consequently Reclamation believes that additional flood control space behind Glen Canyon Dam <br />is not needed and they recommend that the spillway gate extensions not be installed. This <br />recommendation is also based to a lesser extent on the cost of NEP A compliance actions <br />required before the gate extensions could be installed. Reclamation estimates that NEPA <br />compliance would cost $2.5-3.0 M, most of which would be spent on cultural resources <br />inventory . <br /> <br />Reclamation prepared the attached analysis for review and comment by the Technical Work <br />Group (TWG). If the TWG supports Reclamations recommendation it would be passed on to <br />the Adaptive Management Work Group (AMWG). The AMWG would be asked to recommend <br />to the Secretary of Interior that the spillway gate extensions not be installed. <br /> <br />Please review Reclamations analysis and I will contact you next week for your thoughts and <br />comments.
