first thing that has to be done is to protect
the surface rights. If there is something
you read in here that says they are going to
be hurt I'd like to know where it is in this
last bill.

I would just like to make a comment or
two. I went to a meeting yesterday with the
Colorado Cattlemen's Association and the Farm
Bureau with Lloyd Somerville and Dave Rice.
It was the kind of meeting that Clarence would
like because there weren't any lawyers there.
Frank Morrison was the only lawyer there and
we wouldn't let him talk so he just sat and
listened.

The amazing thing is that in about two
hours yesterday afternoon they wrote down, I
think, ten things. I can give you a rough out-
line of what they and we did agree to and I
think it is all in this bill here. It may be
in a little different form. I have a copy of
it here now. Just let me read these seven
things. These were cattlemen from allover the
state, from every basin, and Farm Bureau people
from allover the state and oh, yes, the Colo-
rado Grange. They were also there.

1. Basin by basin approach to be used.
I might add on that point that that probably
took about 45 minutes of discussion, because
everybody was like Clarence and partly like Si.
Hopefully, if this bill does get to the legis-
lators, they will probably make some changes
in that. There are a lot of people over the
state that feel these basins are too big. They
may be too big but I don't think we have to
worry about that today. That thing will be
hashed out by a lot of people at a. lot of.meet-
ings.

2. Duties and powers of water adminis-
trators to be specified by law. Everybody
allover the state wants to see how the water
is run. They don't want to wait until the
state engineer tells them how it is run. I
