<br />first thing that has to be done is to protect <br />the surface rights. If there is something <br />you read in here that says they are going to <br />be hurt I'd like to know where it is in this <br />last bill. <br /> <br />I would just like to make a comment or <br />two. I went to a meeting yesterday with the <br />Colorado Cattlemen's Association and the Farm <br />Bureau with Lloyd Somerville and Dave Rice. <br />It was the kind of meeting that Clarence would <br />like because there weren't any lawyers there. <br />Frank Morrison was the only lawyer there and <br />we wouldn't let him talk so he just sat and <br />listened. <br /> <br />The amazing thing is that in about two <br />hours yesterday afternoon they wrote down, I <br />think, ten things. I can give you a rough out- <br />line of what they and we did agree to and I <br />think it is all in this bill here. It may be <br />in a little different form. I have a copy of <br />it here now. Just let me read these seven <br />things. These were cattlemen from allover the <br />state, from every basin, and Farm Bureau people <br />from allover the state and oh, yes, the Colo- <br />rado Grange. They were also there. <br /> <br />1. Basin by basin approach to be used. <br />I might add on that point that that probably <br />took about 45 minutes of discussion, because <br />everybody was like Clarence and partly like Si. <br />Hopefully, if this bill does get to the legis- <br />lators, they will probably make some changes <br />in that. There are a lot of people over the <br />state that feel these basins are too big. They <br />may be too big but I don't think we have to <br />worry about that today. That thing will be <br />hashed out by a lot of people at a. lot of.meet- <br />ings. <br /> <br />2. Duties and powers of water adminis- <br />trators to be specified by law. Everybody <br />allover the state wants to see how the water <br />is run. They don't want to wait until the <br />state engineer tells them how it is run.
