I think we <br />are going to have to come up with something. <br />I would be in favor of this bill, but I am <br />not going to be in favor of one man appointing <br />these commissions. I think it should be done <br />by a board, whether it is the Colorado Water <br />Conservation Board or some other board. But <br />I do say that this Board has got a competent <br />staff and it has been prepared since 1937. <br />Through the years it has accumulated a pile <br />of references, and it is the material inform- <br />ation that they have that will affect all <br />water users in the state. <br /> <br />The Department of Natural Resources <br />was just formed; formed since I've been on <br />this Board here. I have been on here for a <br />few years. I have nothing against the De- <br />partment of Natural Resources. I have <br />nothing personal against the director. It <br />is just the opinion I have that it would <br />seem that it would be a useless expense for <br />the state to form two boards for water <br />problems that are supposed to be brought <br />and taken care of when this one is already <br />formed. I think <br />you and I are basically on the same side all <br />the way through, but I don't think there is <br />anything in this one bill that we are talking <br />about, and if there is I am on your side, <br />that is taking anything away from surface <br />water users.
