Everybody is in step <br />but me. <br /> <br />I <br /> <br />I think this bill is a very good bill. <br />I've got one suggestion I'd like to make and <br />no reflection on the Director of Natural Re- <br />sources. This Board has been in existence <br />since 1937. It has been in every part of <br />this state and made maps and has records. To <br />have one man appoint these members of the com- <br />missions rather than a board, and that isn't <br />being said because I am a member of this <br />Board, but just to have one man appoint from <br />the river who happens to be in that depart- <br />ment, I can't see but what a Board like this, <br />which has representatives from every part of <br />the state, why it should be left to one man <br />rather than a board like this. The staff of <br />this Board is already formed. They've got all <br />this information from allover the state and <br />they are supposed to know what they are doing. <br />Maybe I'm a little out of order but I couldn't <br />go for the bill just for that reason. <br /> <br />Speaking of the water in these rivers <br />being appropriated and all, there is a change <br />in these bills that will change the water <br />and the surface water uses. So I am going <br />to speak for these surface water users be- <br />cause I think they are in the majority. If <br />they want to integrate the wells with the <br />surface water, I don't see why the actual <br />irrigators or the users of this surface water <br />who are not hampered with wells and so forth <br />are going to have to be penalized. That is <br />just what this thing does. They are being <br />penalized. They are getting a whole new water <br />bill on how they are going to take their water. <br /> <br />I <br /> <br />I haven't read these new proposals and <br />so forth but I can see that I have been left <br />out of the watershed districts too. That <br />happens to be the Laramie River and also the <br />
