In other words, I think we need a <br />man that is experienced in operating one of <br />those farmer's self-propelled drag lines. <br />So I think if we can tie this down to where <br />we can get representation on the commissions <br />that is fair and reasonable, not expert but <br />fair and reasonable, then I think the com- <br />missions will solve the problems. <br /> <br />I think most of these commissioners, if <br />not all of the commissioners, should come from <br />the river basins. My thinking is that a com- <br />mission of three with a real good hand to help <br />them would be proper and would really do the <br />job. <br /> <br />I note that since the last draft came <br />out, Mr. Kroeger and the San Juan boys have <br />got themselves a commission and I'm sure that <br />I would be derelict if I didn't ask for one <br />too in northwest Colorado. I'm not so sure <br />that we shouldn't have one just the same as <br />anybody else. I'm suggesting to the powers <br />that be that we take the White and the Yampa <br />and we'll take North Park if they want to <br />jump in it and give us a commission over in <br />northwest Colorado. That would be three com- <br />missions on the western slope. If there is <br />any unused water in Colorado maybe we have <br />got about as much of it as anybody. I hope <br />the Denver Water Board doesn't hear that I <br />But I do think that some thought should be <br />given to a commission in northwest Colorado. <br />If we are trying to get to the local approach <br />on this thing, we should have some considera- <br />tion on it. I think it is fair that we ask <br />that a lot of thought be given to that. <br /> <br />I <br /> <br />With that, I'd just like to say that <br />I think this bill is certainly something <br />that can be made to work. I'm sure that <br />there isn't anybody in the water business <br />today that is going to let their pride of <br />authorship interfere with something that the <br />state needs. <br />
