<br /> <br />s. <br /> <br />or <br /> <br />J...::.v <br /> <br />Direotor stone presented the proposed draft of a statement of polioy of the <br />State of Colorado regarding the allocation cf v~ter tc the Republio of Mexioo, <br />such draft having been prepared by the subccmmittee appointed by the ohair. <br /> <br />Each paragraph of the statement was disoussed in detail and approved <br />changes made. <br /> <br />It ,;as moved by Direotor Stone and meconded by Mr. Dille, and <br />oarried by unanimous vote of the board that the following statement <br />of policy to guide the representatives of the State of Colorado at <br />the deliberations of the COIT~ittee of Fourteen, Colorado River Basin, <br />regarding the question of allocation of ~~ter betwee~ the United <br />States and Mexioo be approved and adopted, <br /> <br />"POSITION OF THE STATE OF COLORADO RESPECTmG THE ALLOCATION OF <br />WATER BETWEEN THE UNITED STATES AND MEXICO <br /> <br />1. It is the sense of the State of Colorado that the <br />international problem involving the use of the water of the <br />Colorado Riyer should be oomposed and settled at the earliest <br />practicable date. <br /> <br />2. On the basis of ultimate development of the Colorado <br />River Basin'within the United States, all of the water of the <br />Colorado River oan be put to benefioial use within the United <br />States, and any allocation of water to the Republio of Mexioo <br />will be based solely upon the prinoiples of oomity and equity. <br />Any adjustment with the Republio of Mexioo should include a waiver <br />on the part of that country of any further or different demands <br />whioh that country may now or in the future, assert to the waters <br />of the Colorado River. <br /> <br />3. <br />Colorado <br /> <br />(a) Any treaty shall <br />River Compact; <br /> <br />reoognize the validity of the <br /> <br />(b) If, as a matter of international oomityand equity, <br />the United States should reoognize in Mexioo any use of water <br />of the Colorado River, such water shall be supplied first from <br />the waters whioh are surplus over and above the aggregate quan- <br />tities speoified in paragraphs (a) and (b) of Artiole III of the <br />Colorado River Compaot; <br /> <br />(0) In any allocation of water made between the United <br />States and the Republio of Mexioo, the treaty of allooation should <br />be made in view of and to comport with all other terms of the <br />Colorado River Compact. <br /> <br />4. Assuming that any treaty between the United States and <br />Mexioo involves composing differenoes between the two oountries <br />on the Colorado River and on the Rio Grande, any adjustment be- <br />tween the two oountries should be subjeot to two oonditions, <br />naJ;lely, <br /> <br />(a) That the Colorado River and the Rio Grande shall eaoh <br />be oonsidered separately and. independently of the other; <br />
