<br /> <br />(b) That the adjustment on the Rio Grande be limited to <br />the section of the river below Fort Q.uitman, Texas, and shall <br />in no -#ay affect the treaty of 1906 between the ~~o oountries <br />on the Rio Grande. <br /> <br />-5. Since it is apparent that the allooation of water to <br />the Republio of Mexico from the Colorado River is of neoessity <br />concerned with the plaoe, time and manner of delivery, it is the <br />sense of the State of Colorado that. <br /> <br />(a) Controlled deliveries of water at Al~mo canal heading <br />should be limited to such quantities of water as will not in- <br />fringe upon the water apportioned to the upper basin states as <br />provided by the Colorado River Compaot; <br /> <br />; ! <br /> <br />(b) That in addition to controlled water, all water act- <br />ually present in the river at the.Alamo canal heading or at any <br />determined point bel"'r that heading and all other available water <br />of the Colorado River and its tributaries orossing the inter- <br />national boundary shall be oonsidered as a delivery of water to <br />the Republic of Mexico insofar as the same is seasonable for <br />beneficial use, and that the United States will be justified in <br />making an agreement to render firm seasonable delivery of 500,000 <br />acre feet per annum of such water;; <br /> <br />(c) That for any additional allocation of water to the <br />Republic of Mexico, quantities of water passing Boulder Dam <br />in excess of 8,500,000 acre feet per annum may be used as a <br />basis for an allocation between the United States and the Republio <br />of Mexico upon a sliding soale whioh makes available to Mexico <br />a oertain proportion of such releases in exoess of 8,500,000 acre <br />feet. <br /> <br />l <br /> <br />(The figures used in paragraph 5 are indioative and not <br />necessarilyexaot). <br /> <br />6. Any treaty should provide that the United States is under <br />no obligation to deliver, and Mexico shall not be in a position <br />to demand, water which oannot be benefioially used in Mexico for <br />domestio and agrioultural purposes. <br /> <br />1 <br />1 <br />1 <br />i <br />~ <br /> <br />7. That any &mount of water reaohing Mexioo in exoess of <br />the amount speoified in the treaty shall not. oonstitute a basis <br />for a demand in the future on the part of Mexioo beoause of the <br />utilization of such waters. j <br /> <br />Following the disposition of the Mexioan question, there ensued disoussion <br />of general matters, particularly with respeot to pending appropriations be- <br />fore the Congress for Colorado River reclamation development.. <br /> <br />Mr. Pughe referred to proposal for the construotion of Dewey Dam on the <br />Colorado River for p~rer purposes and its relation to the proposed Eoho Park <br />Reservoir project. Brief discussion ocnoerning the matter followed. <br />
