June 30,2005 Forward - CWCB's projects bill includes a SWSI funding request for <br />an additional $500,000.00 to conduct additional work beginning July I, 2005 to help <br />ensurc Colorado's future water supplies. A detailed scope of work has not yet been <br />completed but the work will follow the findings and recommendations of S\VSI. In <br />addition, the team anticipates that the project scope activities may be shaped based on <br />feedback obtained during the Basin Roundtable meetings and the Board's discussion <br />regarding incorporation ofSWSI implementation items into the Board's Strategic <br />Plan. Given this somewhat fluid situation the items in Attachment A should be <br />considered as a preliminary set of suggested activities. A more detailed scope will be <br />prepared over the next 2-3 months. As more detail is developed it will be presented <br />to the CWCB for approval prior to entering into contract modifications. Based on <br />past successful experience the Board may want to consider the formation of a Board <br />work group to track and assist staff in preparation of a final scope of work. <br /> <br />2. Adoption of Mission Statements from Section II of the SWSI Report <br /> <br />In preparation for this discussion the Board should review Section II of the SWSI report. To <br />begin incorporation of the SWSI findings into the Board's Strategic Plan the Board will be <br />asked to adopt the two mission statements found on pages 11-7 and 11-8 of the SWSI report. <br /> <br />The first mission statement deals with the Board's role regarding meeting 80 percent of <br />Colorado future municipal and industrial needs. The mission statement reads: <br /> <br />. <br /> <br />Following the lead of local water providers, the state will monitor long-term water needs, <br />provide technical assistance and financial assistance to put the necessary plans, projects and <br />programs in place to meet those needs, and foster cooperation to avoid being forced to make <br />trade-offs that would otherwise harm Colorado's environment, lifestyle, culture, and <br />economy. <br /> <br />The goals of the mission are described in more detail on pages 11-7 and 11-8 and should be <br />reviewed in the context ofthe mission statement. <br /> <br />The second mission statement deals with the Board's role regarding the 20 percent unmeet <br />municipal and industrial gap, agricultural shortages, and environmental and recreational <br />enhancements. The mission statement reads: <br /> <br />Foster cooperation among water suppliers and citizens in every water basin to examine and <br />implement options to fill the gap between ongoing water planning and future water needs. <br /> <br />The goals of the mission are described in more detail on pages 11-8 and 11-9 and should be <br />reviewed in the context of the mission statement. <br /> <br />3. Senior Staff Roundtable to Discuss Section II as it relates to Future Section Work Plans <br /> <br />. <br /> <br />This portion ofthe agenda item will be an interactive discussion with Senior CWCB staff. <br />Senior staff will discuss with thc Board how they intend to incorporate SWSI findings and <br /> <br />Flood Protection.
