.

Study and recommendations. An independent meteorological and hydrological study is
essential if state and local interests are to accept any federal recommendations regarding
the dam and reservoir.

Water Project Planning and Finance

1. South Platte River Irrigation Diversion Structure Inventory

Grantee and/or Contractors: CWCB

Amount of request: $25,000. Total Cost:
$25,000

.

Cost share and partners: None

Schedule: Project would commence at the end of the irrigation season, approximately
Oct., and be completed by the start of the next irrigation season, approximately April 1 of
the following year.

Product produced: An inventory of all the major irrigation diversion structures on the
South Platte River from the Henderson Gauge (approx. 124'h Avenue) to the Nebraska
border. The inventory would include type, size, and condition of each structure, together
with photo documentation, location, owner's name and address, water rights, and
replacement/repair cost estimate.

Water planning relationship: Severance Tax payments in Adams, Weld, Morgan,
Logan and Sedgwick Counties for oil and gas production in and along the South Platte
basin range from moderate to high. The inventory would be used to identify problems
and market loans to irrigators to make needed infrastructure improvements.

2. Upper Gunnison Basin Regional Water Planning Study

.

Grantee and/or Contractors: Upper Gunnison Water Conservancy District

Amount of request: $25,000

Total Cost of study/project: $50,000

Cost share and partners: The UGWCD will partner with major water users, counties,
and municipalities in the Upped Gunnison Basin. At least 50 percent of the funding will
come from the District and its partners.

Schedule: Study starts July 1, 2001. Study completed by June 30, 2002.

Product produced: Study Report providing alternatives and cost estimates for
development of water resources in the Upper Gunnison Basin. Report will include
reservoir reconnaissance and other raw water projects (canal, pipeline, and diversions.)

Water planning relationship: This is a regional water planning study. The area
(primarily Gunnison County) has 33 active mines, 78 abandoned mines, and 17 oil/gas
wells. The study will form the basis for future water development projects that will put
the District's existing water rights to beneficial use. The study will also lead to future
CWCB loans for construction of rehabilitation ofraw water infrastructure.
