. .

.

Cost Share and partners: The Colorado Geological Survey and the Environmental
Systems Research Institute (ESRl) may provide technical assistance to CWCB staff as
needed.

Schedule: July I, 2001 through June 30, 2002

Product Produced: The funds will be used to continue an ArcInfo License maintenance
agreement, purchase GIS software enhancements and upgrades, and provide technical
assistance to CWCB staff through a personal services contract. A Geographic
Information System (GIS) has been identified as a valuable tool for improving or
maintaining the management of several ongoing CWCB programs. For example, these
programs include the Colorado Dam Site Inventory, Weather Modification Permit
Program, Floodplain Management Program, and the Instream Flow Program where maps
showing stream segments, target areas, water district boundaries and point locations will
be produced or maintained.

Water planning relationship: The maps and various water related GIS layers produced
through the project will be made available to other governmental agencies local water
planners statewide.

4. Drought Planning

.

Grantee/Contractor: CWCB/ Colorado Climate Center and Henz Meteorological
Services

Amount of Request: $30,000

Cost share and partners: The work will be completed through contracts with CSU and
private sector contractors. The Department of Local Affairs will provide input.

Product Produced: A drought planning fact sheet ($20,000) will be developed to help
local water planners identify an appropriate design drought scenario to size their specific
water supply systems, including provision of adequate reservoir storage, to survive a
severe, long-term drought. A Model Drought Plan ($10,000) will be produced to help
guide local water planners in developing their own specific plan to better anticipate and
respond to drought.

Water Planning relationship: Only about 22% of Colorado municipalities surveyed by
the CWCB in 1999 had a drought response plan, and only about 4% had done any serious
risk based drought assessment. The products will fill a critical planning need oflocal
government water providers.

.
