He also made a brief review of the Cherry <br />Creek flood control project and discussed its relationship with the B1ue- <br />South Platte Project. <br /> <br />Mr. Deb1er was followed by Royce J. Tipton who made a prief statement <br />concerning the study and report made by a committee of the American Society <br />of Civil Engineers on the proposed Cherry Creek flocd control project. He <br />explained that this committee had found that this project as designed by the <br />Corps of Army Engineers was not sound from an economic point of view. <br /> <br />The meeting recessed at 12125 p, m. to reconvene at 2$00 p. m. <br /> <br />Afternoon Session - October 28, 1944 <br /> <br />The meeting reconvened at 2,00 p. Jll. and was called to order by Vice-- <br />Chairman Chris Wa11rich. <br /> <br />Mr. M. E. Bunger of the Bureau of Reclamation made a detailed state- <br />ment of the status of investigations of the Blue-South Platte Transmountain <br />Diversion Project. He gave a general outline of the project, prospective <br />plans and present conclusions as to water supplies and their proposed utili- <br />zation. <br /> <br />I <br />I <br />I <br />I <br /> <br />Mr. Bunger was followed by R. J. Tipton who made a tentative report <br />on the joint and independent investigation whioh is being made by the Colorado <br />Water Conservation Board, the South Platte Water Users Association and the <br />City and County of Denver. He explained the arrangement for this investigation <br />and the nature and extent of participation by the Colorado Water Conservation <br />Board. <br /> <br />,) ~ <br />I!! <br />I <br /> <br />Mr. E. H. Carter, who is in active charge of this investigation under <br />Mr. Tipton, was introduced to the Board. <br /> <br />The Director made a report of hls activities in an effort to adjust <br />potential c ontroversie s incident to adjudicati on proceedings involving the <br />City and County of Denver, the Northern Colorado Water Conservanoy District <br />and Western Slope interests. The water supplies of the Green Mountain Reser- <br />voir, one of the features of the Colorado-Big Thompson, and the proposed Blue_- <br />South Platte Diversion Projeot are involved. He stated these proceedings had <br />been postponed from time to time in order that further in1l€stigation of the <br />proposed Blue-South Platte Diversion might point the way for amicable adjust- <br />ment of potential confU cts. <br /> <br />The Direotor called attention to the question of the relation between <br />winter feed and grazing potentialities in sections of Western Colorado whioh <br />may becorr~ affected by proposed transmountain diversion projects and stated <br />that this was a problem in various sections of Western Colorado; and that it <br />was of illli'TIediate concern in conneotion with the investigation of the proposed <br />Gunnison-Arkansas Transmountain Diversion Project. He recommended that the <br />Colorado Water Conservation Board take action to cooperate and oontribute to <br />an economic s~udy where this problem has arisen or may arise in the future. <br />He further explained that the Colorado River Water Conservation District Board <br />was willing to contribute one-half of the expense of such a study- in the <br />
