<br />228 <br /> <br />or otherwise; (c) that the conservation capacity thus made avail- <br />able shall accrue to .the benefit of affected interests on the <br />ri ver on like terms whether future development is accomplished <br />through State, private, municipal, or quasi-municipal agencies <br />or agencies of the Federal Government on terms and conditions <br />which will not interfere with the operation of Chatfield Reser- <br />voir by the Corps of Army Engineers to serve nood control pur- <br />poses; and (d) that any such revised plans for the South Platte <br />Flood Control Froject be submitted to the Colorado Water Con- <br />servation Board, which is Charged with contacting local, affected <br />interests, for st\ldy and review with the opportunity to make <br />comments and recommendations and for the. purpose of determining <br />whether the conditions herein contained can be met by the re- <br />vised plan of construction and operation. <br /> <br />I <br /> <br />On vote being taken the motion carried unanimously and <br />was declared adopted. <br /> <br />The Director was instructed to notifJ', on behalf of the Board, the <br />Corps of Army Engineers and the Bureau of Reclamation the action above taken <br />with respect to the revision of the official State comments on the South <br />Platte Flood Control Project. <br /> <br />Attorney Breitenstein was requested to make a report covering re- <br />visions suggested by the Bureau of Reclamation, of operating principles for <br />the proposed Frying Pan-Arkansas project. Mr. Breitenstein, briefly reviewed <br />a conference which was held on the matter by the Director and himself with <br />Bureau of Reclamation officials in Washington on October 22-23, 1950. He <br />read those portions of the operating principles and revisions thereof which <br />were worked out in Washington conference and recommended for consideration, <br />first, by the Policy and Review Committee and, finally, by the Colorado Water <br />Conservation Board. It was pointed out by the Director that, since these <br />prqposed revisions had not yet been considered by the Policy and Review Com- <br />mittee, no actions by the Board should be undertaken at this time. <br /> <br />It was moved by Judge Dan Hughes and seconded by <br />A. E. Headlee that the meeting recess until 1 P.M. <br /> <br />Afternoon Session <br /> <br />The meeting was called to order by Vice Chairman George Bailey at <br /> <br />I <br /> <br />1:45 P.M. <br /> <br />Discussion of the proposed changes in the operating principles for <br />the Frying Pan-Arkansas Project was resumed. Judge Dan Hughes explained that <br />this matter was one of great concern to Western l,olorado and cautioned <br />against any change in language that would have the effect of interfering <br />with the principle that water uses on the West Slope, present and potential, <br />would be protected. He called attention to the need for surveys, investiga- <br />tions, and studies in the natural basin of the Colorado River in Colorado <br />to detennine potential water development in the area before large exporta- <br />tions from the basin were undertaken; and he deplored the slow progress <br />which had been witnessed in the past in carrying on and completing such <br />surveys and investigations. <br />
