<br />227 <br /> <br />Paragraph (1) (a), Page 2 <br /> <br />I <br /> <br />"(2) Any water stored in Chatfield Reservoir for pur- <br />poses of f190d control should be released therefrom as <br />rapidly as possible without thereby exceeding the safe <br />carrying capacity of the downstream channel in order to <br />avoid disturbing the existing diversions and uses of water <br />in downstream water districts or interfering with estab- <br />lished priority rights under which such diversions from <br />the South Platte rtiver are made. The outlets from Chat- <br />field Reservoir Sh~lld, if necessity requires, be sub~ct <br />to closure to whatever extent may be needed to enable the <br />channel below the reservoir to accommodate floods arriving <br />from uncontrolled drainage areas dovmstream." <br /> <br />Paragraph (2) under the heading "Recommendations of the l3oard-- <br /> <br />"( 2) Chatfield Reservoir be designed and operated ex- <br />ClUSively for flood control purposes, and may be included <br />in the plan of improvement, recommended by the District <br />Engineer for authorization together with the four projects <br />for flood control, and other purposes listed at page 119, <br />paragraph (a) of the report." <br /> <br />Royce J. Tipton, Consulting Engineer of the Board, and representatives <br />of the Corps of Army Engineers and the Bureau of Reclamation further explained <br />the reasons why both the Army Engineers and the Bureau had requested the Board <br />to reconsider its comments so as to approve plans and designs for the Chatfield <br />Reservoir to provide, in addition to flood control, conservation capacity. It <br />appeared from the resolutions adopted at public hearings on the matter, herein- <br />above mentioned, revision of such official state comments as approved by the <br />local affected interests, subject to certain conditions, should be made. <br /> <br />After discussing the matter and considering. the reso- <br />lutions passed at the hearings on the matter, it waS moved <br />by Judge Dan Hughes aDd seconded by Teller Ammons' that the <br />official State comments of July 12, 1945 on the South Platte <br />Flood Control project be revised as follows: <br /> <br />I <br /> <br />raragraph (1) (a), Page 2, and Paragra]il (2') under the <br />heading "Recommendations of the Board", Page 4, be so altered <br />as to withdraw objections to conservation storage in Chatfield <br />Reservoir, a feature of the South Platte i'lood Control proj-' <br />ect, in connection with flood control capacity through exchange <br />which may be provided by facilities that later may be made avail- <br />able at the Two Forks site upstream from Chatfield; provided <br />(a) that existing diversions and uses of water and established <br />priority rights under which diversions from the South Platte <br />are made shall not be disturbed by project operation; (b) that <br />such provision for conservation capacity shall not decrease the <br />amount of usable water available for the above-mentioned exist- <br />ing and established water rights by reason of evaporation losses <br /> <br />. . <br />
