BOX 440

905 HWY 50 WEST - PUEBLO, COLORADO 81002

December 18,1998

Mr. Peter Evans
Acting Director
Colorado Water Conservation Board
721 Centennial Building
1313 Sherman Street
Denver, CO 80203

Dear Peter:

RE: Request for a 525,000 CWCB Grant-Water and Storage Needs
Assessment Project-Phase II

The Colorado Water Conservation Board's support of the SECWCD/Arkansas River Basin Water and Storage
Needs Assessment Project has been key in meeting the objectives of the project. The Water and Storage Needs
Assessment Report was finalized December 11, 1998 and included recommendations for additional study ofa
select group of storage options, options which we believe will help meet the documented 173,000 acre-feet of
projected storage demand. The Southeastern Colorado Water Conservancy District (SECWCD) and our group of
local water users again seek the support of the CWCB as we move into Phase II of the Storage Needs
Assessment Project.

.

. As detailed in the attached scope of services, the goal of our Phase II study effort is to develop a preferred
.Storage Options Plan," which will help determine how best to meet the projected storage demands of water
. users within the Southeastern District. We will again ask our water-user group (Storage Study Comminee) to
work with us and make a financial commitment toward the goals of this Phase II study. Of course the District
will also commit our resources, and we ask that the CWCB. continue their support of this project.

In order to develop the proposed Storage Options Plan, we need to invest approximately S80,OOO in engineering
services and associated work. The District will contribute 530,000, local water users will be asked to contribute
at least S25,OOO, and we are asking the CWCB to contribute S25,OOO. We believe this to be an important
investment~n helping to meet southeastern Colorado's future water resource needs.

The support of the CWCB will again be key to the success of this project. Your consideration is appreciated.

Give me a call if you have questions.

Steve Arv cnoug
General Manager

cc: SECWCD Board
Alan Hamel, CWCB Member

e

6<-'-':\':+ 1\ +""
~"-._:.. ~......~ lic.o;:..

II 1...,_"'-~I",Q.
