<br />I <br /> <br />I <br /> <br />MR. BURNETT: Either tapping a neighbor or bringing bottled water in <br />from Castle Rock or Denver. A lot of people are doing that right now. <br />It is a problem of having a well going dry in the late summer or having <br />a potentially contaminated well in the early spring because of the <br />lOcation of the septic systems. <br /> <br />MR. SPARKS: We have a problem there that we have run into throughout <br />the state, in that one man's septic tank is very often another man's <br />well. <br /> <br />MR. SHERMAN: Larry, the state allocation here would be in the form of <br />a loan? <br /> <br />MR. SPARKS: <br />project and <br />ment. <br /> <br />We don't call it a loan. We would construct part of the <br />charge the users;a sufficient amount to recover our invest- <br /> <br />MR. STAPLETON: Repayment over 40 years? <br /> <br />MR. SPARKS: That is correct. <br /> <br />MR. SHERMAN: with respect to the federal portion, would that be in the <br />form of both grants and loans? <br /> <br />MR. SPARKS: Yes, most of the federal agencies, when they make a loan, <br />will also make a grant not to exceed the amount of the loan. <br /> <br />MR. SHERMAN: Thank you. <br /> <br />MR. SPARKS: Again, we are running into a lot of these situations where <br />there are not many people involved. Here in the metropolitan area, some <br />of the elderly people are finding it hard to secure housing, with the. <br />horrendous expense today of housing in the metropolitan areas that is <br />forcing a lot of elderly people into submarginal housing outside of the <br />high-rent districts. We ran into this in Allenspark, if you recall. <br />We have already completed that project, where we have a large number <br />of elderly people, and the same in Greetville, down south, who are being <br />squeezed into submarginal housing because that is all they can afford. <br /> <br />The situation in Larkspur is a health hazard, and it is a tragedy. We <br />think we must pay some attention to these elderly people and others <br />that are having a difficult time to compete in the housing market in <br />the metropolitan areas. <br /> <br />MR. STAPLETON: Thank you, very much then. I will entertain a motion <br />that the Larkspur Project be approved and put in line as an approved <br />project of the Water Board. <br /> <br />MR. JACKSON: How many people will it serve? <br /> <br />MR. BURNETT: Right now, 150 people reside in Larkspur. We are <br />estimating 225 maximum. <br /> <br />MR.
