MR. STAPLETON: Certainly.

MR. GORMLEY: Does this mean that you feel the Larkspur situation is
sufficiently 'critical ~to-movEl them, ahead ,of.others.:on the ,priority'list
with this money that you are getting?

MR. SPARKS: NO, we cannot move them ahead.

I

MR. GORMLEY: It would just simply replace that one, but it still
wouldn't have first priority?

MR. SPARKS: That '.is correct.

MR. STAPLETON: Are there any people from the Larkspur community here,
and, if so, would you identify yourself by name?

MS.. TRUEBLOOD: Ann Trueblood, and I represent the Larkspur Homeowners'
Association in,- Larkspur.

Larkspur is an unincorporated community in Douglas County, approxi-
mately halfway between Denver and Colorado Springs. We have about 150
people there. We all have very sha~low wells. By that, I mean most
of them are from 12 to 15 feet deep, and we have very ancient septic
systems. So the quality of the water is very,. very poor. During dry
times, there are quite a few of our. wells that don't even have water.
We would like to obtain some help in putting in a public water system.

The town of Larkspur is a low-income type community.
are elderly people on Social Security, and we are not
thing on our own. We do need some help. And that is

Most of the people
able to do some-
why we are here.

Tom Burnett can explain the details on that. He is our engineer.

MR. STAPLETON: Thank you, very much.

MR. BURNETT: If you have any questions about the project, we would be
glad to try to answer them. We have prepared a report for the project,
and we have analyzed what we think are all the alternative supplies
available to the community. We submitted that report to the staff of
the Water Conservation Board. They have 15 copies of that report.

The summary which was prepared for you summarizes that report very well.
If you have any additional questions, we would be glad to try to answer
them.

MR. STAPLETON: DOes any member of the Board have any questions? Mr.
Jackson.

I

MR. JACKSON: will you install meters on the project?

MR. BURNETT: Yes, that is included as part of the funding. They use
water very conservatively there now, but meters would be part of it.

MR. STAPLETON: What is the alternative supply of water when the well
goes dry in the summer?

-14-
