SPARKS: It would go into our construction fund, the same as the
Federal Mineral Leasing. That goes directly into the construction fund,
10 percent of it. That is where we get about a million and a half a
year. This would be the same way.

MR. FETCHER: Should we be talking to some of our legislators about
sponsoring such a bill?

MR. SPARKS: The committee would want to come to some agreement as to
what course we should be on, and then we will have to talk to the
Governor and the leadership, both the minority and the majority side of
both the House and Senate, with a view to that of coming up with a
sponsorship. I know we will have some very aggressive leadership.
Several senators and representatives already have indicated a desire to
go with something like this.

MR. STAPLETON: I don't think the resolution contemplated just sticking
entirely to the bill that is this.agenda item. They have agreed to
explore alternatives and modification of those.

MR. FETCHER: I was just trying to get an idea of what the game plan is.

MR. SPARKS: We would hope to have 20 or 30 sponsors, at least, when we
introduce the bill.

MR. FETCHER: I see. Thank you.

MR. STAPLETON: I would presume, though, that the legislative study,
hopefully, will tune in with what we are recommending and, obviously,
would have the support of the legislature, theoretically.

MR. KROEGER: Mr. Chairman, before you move on, since we did cover the
lobbying effOrts and the efforts in Washington in general, I think that
I would like to express my personal appreciation very deeply to Governor I
Lamm, Harris Sherman, and Felix for what they have accomplished. It
wasn't totally successful, but, certainly, it was far from being a
failure. I suspect that I voice the sentiments of this entire bOard
when I say I think you did a tremendous job.

MR. SHERMAN: Thank you.

MR. KROEGER: I wish you would get that idea to the Governor, too,
please.

-12-
