<br />I <br /> <br />I <br /> <br />and the possibility of Burch-Orr; and until the day comes that that <br />kind of thing is distributed by law to so much capital construction and <br />so much ordinary budget, I think we are going to be faced with a paucity <br />of funds for anything except ongoing budget problems, which is a dis- <br />aster, in my opinion. I think we need to face up to that and try to <br />help with some recognition of that problem or we will not have any funds <br />for construction at all. <br /> <br />Then, of course, we have the political problems that are always present <br />in the legislature, of any increased taxes and the division of them, <br />what percentage will go to whom. <br /> <br />I would urge very strongly that the Colorado Water Conservation BOard <br />do interface with the legislative study that is going on, I think we <br />must, and that we play a major role in it. I believe that we should be <br />a leader in asking for changes and suggesting ideas and that we try to <br />implement the best we can measures that will allow us to have a major <br />water construction fund in this state. It is going to be very difficult. <br /> <br />MR. STAPLETON: Thank you, Bob. Are there any other comments from <br />members of the Board? Larry and Fred and I were talking.about the Municipal League <br />and the county Commissioners and the Water Congress and a few others. <br />I would like to give the Director authority to have an II-man committee, <br />two of whom are members of the Board. And with your approval, if the <br />motion carries, I would have some suggestions as to who those Board <br />members might be. <br /> <br />MR. Is it the intent on this bill that <br />you are hoping to get introduced to get as many sponsors as possible? <br />I don't know just how that works. <br /> <br />MR.
