I don't <br />think the Administration has learned anything with respect to how to <br />involve the western states. So we are now facing a situation where the <br />federal government is meeting specific time tables to implement this <br />policy. I think we are simply going to have to put a lot of pressure <br />on the Carter Administration and the Department of Interior and others <br />to include us in this process. I mentioned that because I think you <br />are going to see very shortly draft position papers for implementation <br />of the policy emanating from the Department of the Interior. <br /> <br />You ought to know that the United States Senate is reviewing the water <br />policy of the Carter Administration,_ and Senator Hart and Senator Gravel <br />had hearings in Washington last month. There are a number of people <br />here who testified at that. Hopefully, that review in the United States <br />Senate will continue and intensify in the coming months. I think it is <br />very important that all of us participate in those reviews, because <br />Congress appears to be the best way of influencing the Administration <br />policy and development of those policies. <br /> <br />MR. STAPLETON: Thank you, Harris. I was not aware of that study by <br />the Legislative Council. <br /> <br />MR. SHERMAN: Last year, the legislature appropriated approximately <br />$130,000 to carry out research in the water area for the legislature <br />itself. Senator Anderson, Representative Strahle, and others subse- <br />quently met and they set an agenda for the issues they wished to <br />research. As I recollect, their highest priority was to look .at the <br />question of how the state is going to better fund the projects that it <br />considers to be important. Because of the legislative session convening <br />in January, they gave that a high priority, and it is moving forward. <br /> <br />MR. STAPLETON: No preliminary reports? <br /> <br />MR. SHERMAN: I have not seen a preliminary report. <br /> <br />MR. SPARKS: I am to meet with the members of that_team tomorrow morning. <br />Part of the study is being done by Colorado State University. <br /> <br />MR. STAPLETON: Are there any other cOmments? <br /> <br />MR. FETCHER: <br />Guy Martin, a <br />response from <br /> <br />Harris, I notice that you wrote <br />rather sharp letter, as a matter <br />that? <br /> <br />a letter in August to <br />of fact. Did you get any <br /> <br />MR. SHERMAN: I did get a response. The letter that John is referring <br />to was a letter that I sent to Guy Martin, the Assistant Secretary, <br />expressing our dismay over .how the state had been totally shut out of <br />the evaluation of the Narrows Project. I had personally asked Assis- <br />tant Secretary Martin twice for him to come to Denver with his experts <br />to meet with-our experts to discuss the merits of the Narrows Project. <br />I had received a firm "yes" to my request -- that he would, in fact, <br />come. Then to make sure that that would happen, the Governor .personally <br />called him and reiterated the request, and he said that he would do <br />that.
