94

I

available to take care of the growth expected within the next
ten-year period. They say, further, that this additional
supply can only be secured from t he Blue River through a
twenty-three mile tunnel which will require some seven years
to complete. They also say that federal financing will be
required to construct their project and, accordingly, they
wish it to be included within the Colorado River storage
Project.

Honorable Quigg Nev~on, Mayor of Denver, has given
me full assurance that in the event the Denver Blue River
Diversion is included .iLthin the bill for the authorization
of the Colorado River Storage Project, the City and County of
Denver, through both its official and civic agencies and
organizations, .vill give vigorous and enthusiastic support to
the bill before federal administrative agencies and the
Congress of the United States.

I do not knCWl vmut representations will be made to
you by Denver or by the people appearing for Western Colorado.
As I analyze the situ~tion, Pueblo and the Arkansas Valley
desire the Fryingpan-ArJransas Project, people in ,Vestern
Colorado and our neighbor!ng states of Utah, Wyoming, and
New Mexico desire the Coloo'auo River Storage Project, and the
City and County of Denver says that it must have the Blue
River Diversion. Thus we are at the crossroads. Is Colorado
to act as a unit in supporting a program which viill be fair
and equitable to all areas in our State, or is Colorado to
have dissension with each region seeking only that which
appears to favor it the most? Your meeting of Rebruary 16
will be an historic meeting. Our future is at stake. I
have great fear as to our success in securing anyone of the
three projects which I have mentioned in the event there is
substantial opposition from .vithin Colorado.

I

Careful consideration muet be given to the statements
of all who viill appear before you. Then a decision must be
made which will have Drimary regard t 0 the welfare of the
entire State. I have full confidence in your ability to come
forward vii th a plan which is fair and equitable and which will
permit our State to go forward to a great destiny.

/s/ Dan Thornton
Dan Thornton
Governor of the State of Colorado
