<br />93 <br /> <br />Mr. Brown presented the following statement in behalf of <br />Governor Thornton: <br /> <br />To the Members of the Colorado Water Conservation Board <br /> <br />I <br /> <br /> <br />-, <br /> <br />In view of the fact that prior oommitments make' it. <br />impossible for mete attend the meeting-'of your Board on <br />February 16, I am taking this opportunity to express to you <br />some of my thoughts. <br /> <br />The welfare of our State and its people demands'the <br />wise, orderly, and expeditious developmeffi of its water resources. <br />The Colorado Water Conservation Board is the official agency <br />charged by law ~Qth the responsibility of promoting the'conserva- <br />tion of the waters of the State in order to secure the greatest, <br />utilization'of'such.waters. I have called this meeting because <br />a situation has arisen which requires the i~~ediate attention <br />of the Board. <br /> <br />. <br /> <br />As you vrell know, the Colorado Ri"er Storage Project <br />and its participating projects have long been desired by Western <br />ColoradJ and by our neighboring states of Utah, Wyoming, and <br />New Mexico. The Colorado member of the Upper Colorado River <br />Commission, Mr. Jean S. Breitenstein, has reported to me that at <br />the January 30, 1953 meeting of that Commission in Cheyenne, <br />Wyoming, the other states represented on that Commission demanded <br />the prompt a'Jproval of a bill for the authorization of the <br />Colorado River Storage Project. During the consideration of such <br />bill, an official delegation from Denver appeared and requested <br />that the Denver Blue River Diversion project be included therein. <br />Mr. Breitenstein, as the Colorado representative, took the <br />position that he could not pass 'upon such request because the' <br />,Colorado Water Conservation Board is the state' agency having <br />authority to act upon such policy questions. The other states' <br />reluctantly agreed to postpone until March 7 final action on <br />the bill but they insisted that Colorado be ready at that date <br />to state its position. When this situation was brought to my <br />attention, I immediately called this meeting of the Water <br />Conservation Board. <br /> <br />Denver officials have reported to me that the water <br />situation in the capitol city of our State is such'that inunediate <br />steos must be taken to assure that an adequate supply will be <br /> <br />I <br />
