2 TIGATING AND REPORTlNG OF WATER RESOURCES AND USES,
3 AND MAKING AN APPROPRIATION FOR CARRYlNG OUT THE

4 PURPOSES OF THIS ACT.

6 SECTION 1. The Colorado Water Conservation Board is hereby au-

7 thorized and directed forthwith make, or cause to be made, a study of the

8 water resources available trom surface supplies in that part of Colorado

, which lies west of the Continental Divide, and a study of the present and
10 potential uses thereof to the full extent necessary to a unified and harmoni-
.1 ous development af those waters for beneficial use in Colorado to the
12 fullest extent possible under the law, including the law created by com-
13 pacts affecting the use of said water. The studies so to be made shall
14 include a.nalJBes of' the extent to which water may bl! transferred from one
15 watershed to another within the state without injury to the potential ece-
16 n/'lmic devlllopment of the natural watershed trom which water might be di-

verted for the deVelopment of another watershed.
SECTION 2. The Colorado Water Conservation Board is authorized and

eDlP!"Wered to employ such persons, and enter into such cooperative un-
dertakings with agencies of government as it may deem advisable for carry-
ing out the work hereinabove oUtlined. The eq>loyment in this section re-
ferred to is of such persons as the Colorado Water Conservation Board finds
may be necessary to meet an emergency by employing temporary personnel
