There
are 14 shareholders and 320 shares of stock. The LliDC has the power to set annual
assessments to be paid by the shareholders and thei power to refuse to deliver water to
shareholders that fail to pay their assessments.

e

Water Riahts
The LLDC has rights to divert 39.9 cfs from the South Platte River under an 1882 decree. The
LLDC diverts on average approl(imately 6,650 acre-f~et of water per year through their ditch.

The 14 shareholders of the LLDC also have decrees ion 13 wells used for irrigating the 2,070
acres under their system. The LLDC
diverts on average approximately 1,200 acre-feet of water per year through thes.e 13 wells.

Proiect DescriDtlon
Three alternatives were considered, including:

1. Don't do the project and continue to rely upol'1 the existing diversion.

2. Completely rebuild the diversion using the be~t available technology.

3. Rebuild only that portion of the diversion necessary to allow for more efficient diversions.

Alternative 3, Rebuild only that portion of the diversion necessary to allow for more efficient
diversions, was selected because it was the least cost option that provided a permanent
solution to the problem. .

.

Selected Alternative 3 consists of the following:

· Two mechanical lift gates will be Constructed. Each gate will be approximately 20 feet in
length and four feet in height. .

· Three sections of concrete rollover wall will be constructed. Each section will be
approximately 20 feet in length and five feet in height.

· A new concrete floor will be constructed under' the gates and rollover sections. The floor
will be six inches thick through the center andi flared toward the edge.

;
. Sheet piling will be placed along the upstream edge of the project to prevent under
currents from eroding under the new improvements.

Cost Estimate

Item
Planning and Design Costs
Construction Cost with Contingency
Total Cost

,
,
Eslimate'd Cost
$ 1,500 !
$71.000 I
$72,500 '

The implementation schedule calls for completion of financing arrangements and final design
in March 2003.
