<br />Audit Hearing, On October 5,1998, Alan Hamel, Patty Wells and I assisted <br />DNR Deputy Director Ron Cattany in responding to the questions from the Legislative <br />Audit Committee during their hearing to consider the CWCB Construction Fund Loan <br />Program Performance Audit After a few tough questions, we spent two hours engaged in <br />a very good discussion covering the staffmg of the program, the diverse projects it <br />supports, the positive relationships we develop with local governments, special districts, <br />etc" and the improvements we need to make in our administration of the program, <br />Senator Bishop, the retiring chair of the Committee, did a wonderful job of keeping the <br />discussion aimed in productive directions and we owe big thanks to Ron Cattany and the <br />staff of the Construction Fund Loan Program for their assistance, Each of you should <br />have received a copy of the final document, which the Legislative Audit Committee <br />agreed to make public, right after the hearing, We did our best to clearly acknowledge <br />the need to make significant changes in our organization and our administration of the <br />program and accepted an invitation to meet with the Committee again in 9 months to <br />report our progress, <br /> <br />We have prepared a response strategy for implementing the recommendations and <br />our commitments in accordance with the proposed schedule, which we will review with <br />you later in our meeting, We have a lot of work ahead of us. <br /> <br />Metro Water Supply Investigation. After almost 5 years, the final draft of the <br />MWSI report has been circulated for fatal flaw review with the MWSI Technical <br />Advisory Committee (TAC), With Hydrosphere, Inc. as our consultant, the TAC has <br />completed an intensive effort to look at water supply issues and opportunities, and, as a <br />result, laid the foundation for much more cooperative relations among metro area water <br />providers than existed 5 years ago, Unfortunately, however, our consultant has gone over <br />budget, forcing us to allocate a portion of our operating budget to cover the cost of <br />copying and mailing this final draft, <br /> <br />Overall, this final draft is a very good product. It reflects hundreds of hours of <br />work by a smaller "project management team" headed by Doug Robotham, Lee Rozaklis <br />and Bob Weaver. This project management team has done an outstanding job seeking <br />consensus solutions that present delicate issues in the most acceptable (yet factual) light <br />and preserve those remaining issues that still will not yield, A copy of the table of <br />contents and draft Executive Summary is attached for your easy reference,and we will <br />gladly provide you with a full copy of the draft (approximately y" inch thick when copied <br />on both sides) upon request. <br /> <br />At this point, we are trying to find a date when the T AC members can get together <br />to discuss any major problems followed by a shorter session with the project management <br />team to decide on final revisions, After this has been accomplished, the report will be <br />finalized and we are waiting to learn whether Governor Romer might be available to <br />convene the Front Range Water Forum which he created October 6, 1993 by Executive <br />Order, As I indicated during the September 1998 meeting in La Junta, I would be happy <br />to organize a workshop for you to go through this report if there is sufficient interest. <br /> <br />, <br /> <br />, <br /> <br />. <br /> <br />. <br /> <br />. <br />
