<br />So ordered. <br /> <br />I <br /> <br />Now, I think we ought to go back to the priorities. I,have'an <br />observation that I would make to begin with. ' Arid that is that if we <br />were going to discuss the merits and possible demerits of the priority <br />system that is in front of you, that we could spend two days on that <br />alone. I would .like to suggest as a course of.action, that we do <br />approve the: staff's recommendations on priorities for these twelve proj- <br />ects. And I would like the staff to know, if the Board agrees with me, <br />that the priority system has many imperfections, in 'Diy judgment, that <br />these are policy matters that we would like input from the staff, but <br />the Board would be making the policy determinations of what rank and <br />importance should be given to various factors. And that before we con- <br />sider any other further projects under the fund, that we establish, for <br />future hearings, a priority system that we have direct input and approval <br />OIl. <br /> <br />MR. VANDEMOER: I don't want to open something up, but I'm going to. <br /> <br />(Laughter. ). , <br /> <br />It bothers me that tqe date of application is worth as much:as urgency <br />in this priority system. As I say, I don't want to make something <br />complicated, but wouldn't it be possible to look at this thing and not <br />complicate it? <br /> <br />In other words, if you change date of application on something that's <br />down here as number seven ,or eight, it will be number one. That!s the <br />whole difference 'right there. . That can change one from half way down to <br />the top. If you.1ook at the urgency, you wouldn't have to change the <br />order,at all except down to put ten in seventh place, and six in ninth <br />place. I ,would ,like to suggest that urgency be more important 'than the <br />date of application. <br /> <br />MR. STAPLETON: Mr. Vandemoer, if I amy suggest, unless we want to go <br />through each of these items, and so forth, I think what we should do, <br />unless there is some serious objection is approve the priorities for <br />these. And Mr. Sparks has already indicated that with the amount of <br />funds available, the priorities at this juncture are not important. But <br />I, as a Board member, want to have some input in the priorities for the <br />future. But those were just suggestions, so I will await the pleasure <br />of the Board. <br /> <br />I <br /> <br />MR. JACKSON: Mr. Chairman, if what you said was a motion, I would so <br />move and endorse it strongly. . I think we could argue about these all. <br />day. And I have some 'reservations about a number and I would like to <br />change some, but so does everyone else.
