The Board has reserved space for twenty-six people <br />at a.buffet lunch. The cost is four dollars including beverage - that's <br />.1ight beverage - including tax:and tip. But before we do tbqt, Mr. <br />Gregory, who is the County Commissioner of Lake County, has a short <br />statement he would like to make in regard to minimum stream flow, and <br />he can't be here later on. I am sure the Board would agree that we: <br />should afford him that privilege.. Mr. Gregory. <br /> <br />MR. GREGORY: Mr. Chairman, Mr. Sparks, and members of the Board, I <br />certainly want to express my appreciation to you for giving me this time. <br />It won't be long. I guarantee it won't be over five minutes. <br /> <br />I am a resident, a life-long res~dent, of Lake County, having been-born <br />there. I have been county commissioner now for ten yearsand,current1y <br />the chairman of our board. OUr board got together and agreed with this <br />statement T am about to make. We want you to consider Lake County's <br />statement on minimum flow requirements in small streams in Colorado. <br />The Board of County Commissioners is concerned about the drying up of <br />the small trout streams in our area~ We are very IIiuch in favor' of any <br />minimum flow plan that could be ..sufficient to sustain life under any <br />conceivable conditions. ' ' <br /> <br />As you probably know, we have the'Fryingpan-Arkansas project being con- <br />structed in our county. This is basically the reason for our stand on <br />minimum flow requirements. We have had one incident in the past when <br />a discharge of water from Sugar10af Dam was insufficient to sustain the <br />fish life in the stream that takes the discharge from the reservoir. <br />When this was discovered, the people in Leadville expressed their dis- <br />pleasure to the Board of County Commissioners in a very, very emphatic <br />way and in very emphatic terms. <br /> <br />We felt that there would be an adequate flow descend. from: this facility <br />that would, without a doubt, be adequate for the fish to survive in. I <br />We discovered that what has happened was that the minimum flow was set <br />at three cubic feet per second, which turned out to be insufficient to <br />furnish the needed amount for the irrigation water with enough 1eft~Qver <br />for the fish. <br /> <br />The Bureau of Reclamation had set a policy of the miniIpum flow of ,three <br />cubic feet per second from October 1 through March 31, and ten cubic <br />feet per second during the sunnner months from April 1st through September <br />30. <br /> <br />-42- <br />
