here, we have been doing a little arithmetic :and the cost per person in
the city project has ranged so far from thirty dollars to seven hundred
and s~venty dollars per person. The cost per farm, I think, woyld be
applicable to two cases, Trinchera and Overland at this point.
Trinchera was about four thousand dollars per farm and this.one was .
about twelve and a half thousand per farm, the state's contribution or
loan, I should, say., I would suggest, Mr. Chai~n, that p~rhaps thi~
ought to be ,another evaluation factor as we go down the list: !;tow
much we're spending per farm or user. This one is quite^high,I think,
at twelve and a half thousand dollars.

MR'. STAPLETON: I d(;m't know the mathematics you'r~ using down there:
I don't know whether it's a ten thousand acre farm or a five hundred
acre farm. Perhaps that would have something to do with it.

I

MR. JACKSON: I just divide~ the m.unber of farms into
I understand that some farms are larger tgan others.
ought to talk in terms of per user perhaps.

Another'factor to be considered:ishow many acres we're benefiting.

the state's ioan.
But',I - think we

MR. STAPLETON: Maybe we can ask Mr. Sparks what he threw ~nto the
hopper on these factors.

MR. SPARKS: I was afraid somebody was going to ask me'that.

MR. SCHUSTER: Could I answer that for Mr. 'Sparks? Thereare&~pp~0xi-
mately fifteen to twenty thousand people in Delta County, who will all
benefit from t~s.

MR. SPARKS: The reservoir is situated on Leroux Creek which is a
principal supply for the town of Hotchkiss, which is the total supply,
actually, for the town of Hotchkiss. The inhabitants of th~ town do
own stock in the reservoir and it's very possible that they will want
to increase that ~tock ownership.

MR. JACKSON: Mr. Chairman, let^me make myself clear on t~ direction
of the questions. I favor, this' construction tund approach and the loan
approach as a very'viable use of state money, and pretty much consistently
have voted for the projects, and I hope.we can go through with ~hem. ,
But we're going to be asked by somebody, I'm sure, what benefit it has
per person in some f9rm. I: would agree with you, Larry, t~at there are
others perhaps than the farmer, than one farm per user,' that. others are
benefited by the agri~ultural economy~ ,

MR. SPARKS: There are seyeral factors' that are built into this rating I
sheet - the total cost, for instance, the regional benefits, and the
people affected. Those are all factors which we have in this rating'
sheet.

It would be a fairly simple matter for us to break. it out to a cost
per person or a cost per farm unit, and we can do that.

MR. BROHNEU.: I think it would be more al;:res than farms.

.,.34.,.
