<br />Sundberg. I am the Mayor of Hayden, pro tem, and I have with me
<br />Edward Carpenter, our consulting engineer from Grand Junc~ion.

<br />I have a few notes that I would like to present. Some of this, I think,
<br />the members of the ~oard 'have .in the short resume of the "onnnunity. .But
<br />to begin with, I have just a brief history for anybody that is not I
<br />familia: with Hayden. ,It's a small comll!lmity located: i~ ~he Y~a .
<br />Valley ~n the western part of Routt County at an e1evat~on of s~x thou-
<br />sand three hundred and thirty-six feet in a semi-arid area. . The
<br />connnunity was founded in 1874 and incorporated in 1906. Our first .
<br />water system was constructed in 1913, the same year that the Moffat
<br />Railroad reached the cOmmUnity." Some ,of this water system is still fn

<br />Transportation and access in this area, as you know, i~on u. S.- High-
<br />way 40, the D&RG Railway and the yampa Valley Airport. We have scheduled
<br />passenger service by way of the continental Trai1ways Bus :Sy.stem and,
<br />Frontier Airlines at the Yampa Valley Airport.

<br />In the nearby community of Hayden, we have a public school 'system and a
<br />small private .schoo1 system, ,both .of, w~icq'offer' "K" thro~gh ~we1ve. .
<br />We have a total enrollment in the school system of five hundred and
<br />forty-eight and a total employment o~ sixty-eight withi~_the :school
<br />system.., Hayden is the sc~oo1 for -the RE1 -Dist;.rict of Routt CO).lIlty,

<br />In Hayden: we have fire prot.ect~on :provided by the West Routt' Fi,re Pro-,
<br />tection District, which is an'expe!ise to the community at'a: fixed
<br />yearly rate. We have very limited medical facilities :i,n the cQnnnuniJ::y.
<br />At the present time efforts are currently under way to develop and
<br />staff a full-,sca1e clinic. . -

<br />The pppu1ation of Hayden has been:very:st;.atic from the years, of 1950
<br />through,1970~ ijowever, in the 1a~~'three to four years, the increase :
<br />has been very drastic. SO}lle of the past ,census figures, for :instance, ,
<br />1950 is 767, in 1960,764, and in .1970, 763. 1976 as near as we can" ,
<br />estimate right ~ow i,s approxima~el,y 1,950. Yo.\! ment,ioned tl).at; Craig has
<br />doubled in population. In the same time, Hayden has nearly tripled.

<br />The corporate: boundaries of the town of Hayden includes approximate1y
<br />874 acres. Four hundred ninety acres of this Hayden area are in a ,new
<br />subdivision adjoining the town to the southwest. 'Development in this
<br />subdivision began, in the fall ,of '1975, and at the present, there are
<br />forty-three new homes either'comp1eted or nearing completion. '

<br />As a comparison, the per~od.from 1960 to 1970.saw approximately twenty
<br />new homes constructed in Hayden. From 1970 to the present date, of
<br />which the bulk of the development has 'beenin t.he last three years, we
<br />have added one 54 mobile home unit park; one 14 unit mobile home park;
<br />one apartment development fo.r low income with eight more units to be
<br />added in the near future; one eight unit apartment, twenty-six trailers
<br />and double wides, which we have .allowedto, be' established .on lots within
<br />the community en permanent foundations; seventy-four new homes and one
<br />
