VANDEMOER: I would move approval, Mr. Chairman. <br />MR. STAPLETON: It's been moved. Is there a second? <br /> <br />MR. KROEGER: . I second it. <br /> <br />MR. STAPLETON: It's been moved and seconded that this project be <br />approved and recommended to the legislature. All in favor signify by <br />saying "Aye. II <br /> <br />(Unanimous -"Ayes. ") , <br /> <br />MR. STAPLETON: Opposed? <br /> <br />(No response.) <br /> <br />MR. .sTAPLETON: It is so ordered. The next one is Hayden. <br /> <br />MR. SPARKS: Mr. Chairman and members of the Board, the Hayden project <br />is a new one to the Board. We have not previously considered it.. As <br />the Board is well aware, the most significanteriergy development now <br />occurring in the state of Colorado is occurring in Routt and Moffat <br />Counties. Indeed Craig today is a boom town. The population in these <br />small communities imposes a heavy burden to finance the needed munici- <br />pal:'improvements. <br /> <br />Very large coal operations are taking place today in both of these <br />counties and much larger ones are projected for the immediate future. <br />As we set forth in the summary, today in the area about three million <br />tons of coal are being mined per year. That is almost certain to <br />increase to thirty-three million tons by 1990. That production is <br />increasing now almost on a daily basis. The communities there are <br />really scratching to improve their water supply systems. <br /> <br />Hayden is a very small community. It's hard hit by the doubling <br />recently of the size of the Colorado Ute Plant at Hayden, and it's also <br />affected by the tremendous development going in just west of Craig. <br />Another very large coal plant, one of the largest in Colorado is being <br />constructed by a combination of various utility companies. <br /> <br />Because of the urgency of the Hayden situation where the population is <br />being virtually doubled overnight, we feel that there is' considerable <br />need in providing some assistance. It certainly qualifies as an area <br />which is energy impacted. <br /> <br />I believe there is someone here from Hayden. <br /> <br />MR.
