Background
The Board has contracted for the development of a statewide criteria manual entitled "Colorado
Floodplain and Stormwater Criteria Manual". The preparation of the manual i~ much needed in
Colorado Communities and will be a great asset in the administration of the Board's Rules and
Regulations for the designation and approval of floodplains and of storm of floodwater runoff
channels in Colorado. The Criteria Manual will also assist communities developing new floodplain
maps through the FEMA-CWCB Map Modernization hnplementation Program (MMIP). The
Board's Contractor for the project is WRC Engineering, Inc. Denver, Colorado.

Objective
The project objective is to develop a comprehensive drainage and flood control criteria manual for
Colorado that contains sufficient information to assist users (floodplain and drainage engineers) by
providing reasonable methodologies and approaches that: (1) standardize studies and projects to
meet local, state and federal requirements, and (2) unifies study efforts for more consistent results,
(3) provides technical information for consultants, floodplain managers, and other users, and (4)
guides project development and implementation.

Outline for the Criteria Manual
The manual will contain text, charts, diagrams, tables, and drawings to clearly convey the
information, The manual will make use of existing resources, methods, and techniques that are
useable and applicable to Colorado streams and basins. Overall, the completed manual will be used
for reference purposes and will be submitted to the CWCB for endorsement and later offered to local
govennnents for their official use. Some sections of the manual's provisions will also be included in
the next revision of the CWCB's Rules and Regulation entitled "Rules and Regulations for the
Designation and Approval of Floodplains and of Storm of Floodwater Runoff Channels of
Colorado" dated December 11, 1987.

The manual project final products will include reports which will be :
