<br />. <br /> <br />. <br /> <br />. <br /> <br />DOW documents and programs such as the Wetland Initiative, Colorado Landscapes Legacy <br />Project, its Real Estate Plan and various species recovery/conservation plans, <br /> <br />Colorado State Parks has requested that its water resources be protected with instream flow water <br />rights, following surveys, which indicate its customers have a better park experience along trails <br />with water amenities, Water amenities increase the use of the area, resulting in increased Park <br />revenues, allowing it to protect exiting and acquire additional amenities, which ultimately <br />improves the public's recreational experience, <br /> <br />The BLM uses the Program to provide reasonable instream flow protection and as an alternative <br />to imposing federal bypass flow requirements on new appropriations, BLM priorities were <br />selected by a variety of processes including public requests, BLM planning processeS, legal <br />requirements and by commitments of tax dollars to purchase lands along streams, <br /> <br />In addition to the state and federal agencies, we received several recommendations from other <br />interested parties: <br /> <br />. Clear Creek County Open Space Commission -- concerned about maintaining <br />minimum stream flows on Geneva Creek to protect the Geneva Creek Iron Fen; <br />. The City of Boulder - wants to initiate a new appropriation instream flow study for <br />Middle Boulder Creek for the reach of stream beginning 800 feet downstream of Barker <br />Dam and ending at the confluence of North Boulder and Middle Boulder Creeks; <br />. High Country Citizens' Alliance -- supports the efforts of the Forest Service and BLM <br />to increase instream flow protection within the Gunnison Basin on federal lands, Is <br />requesting the CWCB pursue an instream flow appropriation on the upper Gunnison <br />River from the confluence of the East and Taylor Rivers to Blue Mesa Reservoir, They <br />also asked us to file for an instream flow on the lower Gunnison River from the Redlands <br />Diversion to the confluence of the Colorado River; <br />. Boulder County Parks and Open Space Department - wants us to consider Duck <br />Lake for inclusion into the State Natural Lake Level Protection Program; <br />. Trout Unlimited (TU) - wants us to pursue instream flow protection on the Pine (a,k.a, <br />Los Pinos) River, a tributary of the San Juan River, in La Plata County and continue <br />working with the Upper Arkansas WCD on the South Fork of the Middle Fork of the <br />South Arkansas River; <br />. Doug & Cindy Leming -- wants us to pursue instream flow protection on the Pine <br />(a,k,a. Los Pinos) River; <br />. The Colorado Co-Operative Company Directors - they oppose any part of an instream <br />flow on the San Miguel River from the confluence with the Dolores River to Horsefly <br />Creek; and, <br />. The Southwestern Water Conservation District -- requested that the following stream <br />segments be deleted from the proposed work plan: Maverick Draw, La Plata River, Pine <br />River, Simon Draw, Yellow Jacket Canyon Creek, Animas River and Elbert Creek. <br /> <br />2004-05 Instream Flow and Natural Lake Level Work Plan <br /> <br />Our work plan targets the highest priority streams and lakes for instream flow and natural lake <br />level protection while being as cost and time efficient as possible, We have met with the state <br />and federal Agencies responsible for the field data collection relating to instream and natural lake <br />level appropriations to discuss the proposed 2004-2005 Work Plan, The 2004-2005 Work Plan <br />makes a small modification to the long-range plan identified in previous years, In 2003, it was <br />recommended that streams and lakes located in Water Divisions 6 and 7 would be the focus of <br />the Board's appropriation process in the year 2005, and streams and lakes located in Water <br />Divisions I and 5 would be the focus in the year 2006, <br /> <br />9 <br />
