<br />It is important to note that the 2003 flood season produced a number of significant events within <br />the bum areas, especially the Hayman bum area, The USGS has taken the primary lead on flood . <br />documentation activities in the Hayman bum area thus far, and has been making data available to <br />the CWCB, Douglas County, and other interested parties, <br /> <br />Arkansas River Basin <br /> <br />Pueblo Approves Agreement with Colorado Springs: On Feb 26 the Pueblo City Council <br />approved a water deal with Colorado Springs that calls for a 43-mile pipeline from Pueblo <br />Reservoir to the Pikes Peak region and commits both cities to ensure a minimum flow in the <br />Arkansas River. The vote was 4-3, <br /> <br />The agreement also obligates the two cities to refuse contracts with any other city whose water <br />rights would reduce the Arkansas flow, <br /> <br />Arkansas River Compact Administration (ARCA): A fire at the County Annex in Lamar <br />occurred on Feb, 20, This is where we store many of the older ARCA files, It will be 10-14 <br />days before we learn what was damaged, A Prowers County official has indicated that there is <br />minimal water in the room where the files are stored and any files in cabinets likely have little or <br />no damage, <br /> <br />Arkansas River Forum: The 2004 Forum was held on Mar. 4-5 in Canon City, This year's <br />theme was "Conservation and More...Ripples on the Arkansas." The forum focused on areas of <br />successful cooperation, collaboration, partnering and unusual solutions among the river basin's <br />stakeholders, Presentations included the Arkansas River flow program, community conservation, <br />drought update, instream and recreational flows and current legislative issues, <br /> <br />Colorado River Basin <br /> <br />Seven Basin States Meeting: On Mar, 5 Scott Ba1comb and I attended a meeting of the Seven <br />Basin States representatives, This is the organization responsible for negotiating the "4.4 <br />Agreement" that resulted in limiting California's future consumption of Colorado River water. <br /> <br />The purpose ofthe meeting was to discuss how Nevada can meet its future water needs. Nevada <br />wants to take an additional 150,000 acre-feet of water from the Colorado River annually for the <br />next 20-years, Reclamation intends to honor Nevada's request. <br /> <br />Colorado and the other states remain resolute that this is a lower-basin problem and that there are <br />options within the lower basin to solve this problem, <br /> <br />A series of public meetings are planned to discuss this issue and we will participate in these <br />meetings. <br /> <br />6th Annual Conference on the Law of the Colorado River: This CLE conference will be held <br />on May 13-14 in Las Vegas, Nevada, For more information call 1-800-873-7130 and ask for <br />Melissa Dafni, <br /> <br />Colorado River Water Use: As ofJan, 31, storage in the five major Upper Basin reservoirs <br />decreased by 529,450 acre-feet and storage in the Lower Basin reservoirs increased by 166,300 <br />acre-feet.
