Ward Bannister, the other newly appointed member or the Colo- <br />rado Water Conservation Board to represent the City and County of Denver <br />under an Act of the last General Assembly, was unable to be present and <br />qualify at this meeting. <br /> <br />It was moved by Judge John B. O'Rourke and seconded by EI <br />Roy Nelson that the following resolution be adopted: <br /> <br />WHEREAS, L. Ward Bannister, recently appointed member of <br />the Colorado Water Conservation Board, has suffered the loss of <br />his son, Wayne Bannister, Who died while engaged in the service <br />of his count~J in the armed services of the United States; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Con- <br />servation Board that there be spread upon the minutes of the <br />Board the recognition of the services of Wayne Bannister, who <br />was one of Colorado's outstanding young lawyers, in the servioe <br />of his country during the World War struggle; and <br /> <br />BE IT FURTHER RESOLVED that there be extended to the be- <br />reaved parents, L. Ward Bannister and his wife, the sumpathy of <br />the Board in this time of bereavement: and that a copy of this <br />resolution be forvmrded to them. <br /> <br />Upon vote being taken the above resolution was unanimously <br />passed. <br /> <br />The minutes of the meeting or the Board held on March 26, 27, and <br />28, 1945, copies of whioh had previously been furnished to all members of <br />the Board, were reviewed andupon vote being taken were approved. <br /> <br />Director Stone called the Board's attention to the passage by the <br />last General Assembly of a bill providing for the appropriation of $25,000 <br />to match a like sum to be expended by the U. S. Geological Survey, for the <br />purpose of entering upon an investigation and study of the underground wa- <br />ter resources of the State of Colorado; and he explained that it would be <br />necessary to enter into a cooperative contract with the U. S. Geological <br />Survey to carry out such an investigation. He thereupon submitted a form <br />of contract for the consideration and approval of the Board. <br /> <br />It was explained that S. W. Lohman had been assigned by the U. S. <br />Geological SUrvey to have charge of this underground water investigation; <br />and it was pointed out that a meeting had been held with various parties <br />interested in such a survey and investigation. As a result of such meet- <br />ing it was recommended to the Board that an intensive investigation should <br />first be undertaken in the San Luis Valley and in the basin of the Big Sandy, <br />a tributary of the Arkansas River; and that preliminary work also should be <br />attempted in other sections of the State with later arrangement for inten- <br />sive surveys in other areas of the State. Discussion of the investigation <br />continued until 11:55 a.m. when the Board recessed to reconvene at 2:00 p.m. <br /> <br />
